Final Approved Master Plan Document

The draft final master plan went before the Wrangell Assembly and has been edited to include an alternative master plan. The alternative plan addresses the City of Wrangell's concerns on the timing of the ANSEP campus occurring in the near future and allows the development of residential lots in the first phase should the ANSEP campus be delayed. These lots would be located in close proximity to the termination of existing utilities under the highway to allow for cost effective development of the residential lots.

The final approved master plan includes both the preferred master plan from November 2016 and also includes the Alternative master plan that was developed in February of 2017 at the request of the City. The final approved master plan document summarizes the planning process, input and the master plans that have led us to the final preferred master plan and the alternative plan for the Institute Property. The plan also includes updated economic analysis and concept construction costs for the preferred master plan and alternative plan.

On March 28, 2017 the Wrangell Assembly approved the final master plan and the alternative master plan as the first phase of implementation.

Draft Final Plan

The draft final plan document summarizes the planning process, input and the master plans that have led us to the final preferred master plan for the Institute Property that was endorsed by the community. The plan also includes the economic analysis and concept construction costs for the preferred master plan. This draft document is being reviewed by the City of Wrangell and key stakeholders before it becomes a final document and approved by the Wrangell Assembly.

Preferred Master Plan

Based on input received by the public on Monday, June 13 the design team spent the following two days consolidating comments to develop a preferred master plan. Based on the plan we have also developed a road layout and conceptual subdivision plan to support the master plan. These plans were presented to the public on Wednesday, June 15th. We would appreciate any comments and input on these plans to allow us to finalize the work this summer.

Three master plans for the Institute Property were presented at the Monday, June 13th public meeting. Based on comments, we will be developing and presenting a preferred master plan to the public on June 15th.

Presentation of Institute Property Master Plans

We are headed back to Wrangell next week to unveil several new preferred master plan designs. We hope you can attend these meetings, because we need your input as we will be further refining the designs based on your comments.

Monday, June 13 6:30 PM to 8:30 PM Nolan Center
  • Come see how your seven original Institute Master Planning designs were narrowed down. Provide feedback as we further narrow down and revise to meet the needs and desires of your community. The Alaska Native Science and Engineering Program will provide a special presentation on their program and get community feedback about developing a school campus at the Institute Property.
Wednesday, June 15 6:30 PM to 8:30 PM Nolan Center
  • Based on your feedback from Monday night, we will continue to revise and present our updated work to you on Wednesday. Based on your input on Wednesday night, we will narrow to one final Wrangell Institute Master Plan.
Outcomes from the first meeting
There was significant interest in creating a mixed use development neighborhood, with a focus on a variety of housing types (including single family, medium density, and cottage). The neighborhood should be supported by small retail and commercial development, a community center and linked to existing and new recreation opportunities. There is also a strong desire to create an assisted living and senior housing development, explore opportunities for an educational facility, and support/expand the community's economy.

Alternative Master Plans

Following Monday's public meeting on priorities and needs for the Institute Property, the planning and design team remained in Wrangell for a two day open studio format. During this time the team development numerous alternative master plans that were based on the priorities and needs provided by the public on Monday's meeting. During the open studio, members of the public interacted and provided input on these master plans. By Wednesday morning nearly 15 plans had been developed and were reduced to seven prior to the second public meeting. The seven plans were presented to the community on Wednesday, March 2 and members of the public voted on their favorite and provided comment and input on their desires for each of the seven plans.
